QRS is a Council Controlled Trading Organisation (CCTO), 100% owned by the Wairoa District Council since 1994. QRS has a wealth of civil engineering knowledge, expertise and experience. Our speciality is construction and maintenance of all types of civil construction, infrastructure and roading. This focus allows the company to design and develop construction techniques as well as quality systems, which cater for a wide range of clients in the Wairoa District.
We are market leaders in local metal aggregates and gravel supply.
We maintain the Wairoa District roads by implementing metal application strategies, grading techniques and drainage control methods specific to local conditions.
We are proud of our track record. This year the QRS company has an extensive program of projects including:

Our experience continues to improve QRS management systems and construction techniques with largescale sub-base and basecourse construction. Working with stabilising and sealing sub-contractors, QRS has completed approximately 50 km of road construction in the Wairoa District over the past five years.
The main QRS Wairoa depot is a fully comprehensive servicing centre, maintaining and servicing our entire fleet and equipment - ensuring down-time of plant is kept to a minimum. We are proud of our on-going commitment to Quality and Management Systems - our accreditation to ISO 9001 by Standards New Zealand.
